A Letter to the Readers of South Texas
Republicans From Rick Perry
Dear Friends:
As the legislative session nears the
finish line, I want to thank all of you for your hard work
that led to concrete results.
Because of this session, a new parental
consent measure is heading to my desk that would require a
minor seeking abortion to get the approval of a parent or
guardian. Legislators have also approved a constitutional
amendment for the November ballot that affirms the sacred
institution of marriage is between a man and a woman. I will
sign both these measures in Fort Worth on Sunday, June
5.
I have already signed into law meaningful
lawsuit reform that will rid Texas of its reputation as the
home of frivolous asbestos lawsuits. Today Texas courts
receive 40 percent of all asbestos lawsuits in the nation. But
because of new lawsuit reforms I recently signed those who are
truly sick from asbestos exposure will be assured their day in
court while junk lawsuits will be removed from the system,
which will generate tremendous savings for employers that have
been unfairly targeted.
I am also proud of two other important
measures heading to my desk: comprehensive workers
compensation reform and an overhaul of protective
services.
The workers compensation reform package
will improve benefits for injured workers while making sure
those workers are returned to work as soon as possible. It
also provides savings for employers and medical providers and
makes healthcare for injured workers more
accessible.
Additionally, the blueprint I put forth
for reforming child and adult protective services was largely
adopted by the legislature, meaning there will be hundreds of
additional investigators in the field addressing complaints of
abuse and neglect. The reform bill greatly increases the time
investigators spend with children and family by reducing
paperwork and investing in technology. The bill also provides
needed resources to lower the caseloads for adult protective
services workers to help frail and elderly Texans who are
subject to abuse, neglect and squalor.
I am encouraging legislative leaders to
continue working toward an agreement on the education reform
bill that would provide incentives for classroom excellence,
additional transparency and accountability in school
budgeting, and ensure that chronically failing schools are
shut down and reconstituted. Though this bill will not pass by
the end of session Monday, I will consider calling legislators
back to Austin if they can reach an agreement that will yield
good results for taxpayers, schoolchildren and Texas
teachers.
Likewise, if an agreement can be reached
on tax reform, I will consider calling legislators back to
Austin to provide a property tax cut. And over the next three
weeks, I promise to uphold my constitutional authority to
review every line-item in the budget to eliminate waste and
control state spending.

| A Supporter Of The Bexar County Rough
Riders Expresses Great Appreciation |
Thank you for creating the
Rough Riders meetings. You may or may not recall that I
was the mom who came to the first one on March 30 with a very
specific goal: I was looking for advice
on defeating some proposed anti-sunshine
legislation, HB 2264.
Frank Guerra's comments
were invaluable, and the feedback from interacting with
your group helped refine our talking points on what was fairly
arcane legislation. I took notes from everybody I talked
to that night, and we ran with them.
The Austin
American-Statesman gave us terrific press, and they were kind
enough to send a reporter to cover what turned out to be a
9:00 p.m. State Affairs Committee hearing on May 2 on the
same short same-day notice we received (public notice
rules were waived for the hearing). They also mentioned our
cause multiple times in their new editors' blog which is quite
the read in Austin just now, plus published our letters to the
editor and comments from other parents throughout the
state.
Remember our "Good dog,
bad dog" flyer? We wound up hand delivering copies to
almost all Texas representatives and senators, talking with
anybody and everybody who appeared at all interested over
the course of three separate lobby days, with the last one May
11.
I am happy to report that
on Friday, May 13, the Austin American-Statesman quoted
the bill's author that HB 2264 was "dead"; AAS cited "a
network of Texas parents" as the bill's opposition.
While almost until the
very end the odds against us were staggering, I think our
politicians did not want to be perceived as being
pro-big-spending Education, Inc. and anti-Mom. Anti-open
government forces have been held at bay for another two years,
and our crucial open records legislation, the heartbeat
of our great republic, is a bit stronger than it was a few
months ago.
Attending the Rough Riders
meeting was well worth the three-hour round trip. Please
thank all of your members for their contribution to our
success.

HJR 6 passed the Texas Senate on Saturday afternoon. In a 21-8
bipartisan vote, Texas Senators Passed the Texas Marriage
Amendment, enabling Texas voters to make the final decision to
define marriage as the union between one man and one woman on
November 8, 2005. Free Market Foundation President Kelly
Shackelford was the Capitol this weekend as a resource to
Senators during the floor debate. Two key Senators, Frank
Madla (D-San Antonio) and Eddie Lucio (D-Brownsville) publicly
stated they changed their votes due to e-mails and phone calls
from their constituents.

(R-Pampa), who has been fighting the legislative battle to

| Legislators Hang Up
On Two Telecom Proposals |

AUSTIN Two of
the most contentious telecommunications issues this session,
both highly sought by San Antonio's SBC Communications Inc.,
were pronounced "definitively dead" by their key House
supporter late Saturday night.
The contested
provisions would have deregulated local phone rates and made
it easier for telecom companies to enter the television
business.
"It's dead, it's dead," said Rep. Phil King,
R-Weatherford, who'd pushed both proposals in the House and
led key talks with the Senate up to minutes before he
declared the issues over for the session.
"I'm very,
very disappointed," he said, calling it "a very bold
initiative Texas could have taken the lead in the nation to
say we're open to business, economic development and new jobs,
but we let that slip through our hands."
A
provision allowing telecommunications companies, such as SBC,
to get a single, statewide franchise for their television
service and bypass the many city agreements cable companies
have was revived and killed several times in the House.
King eventually placed the provision in a related
bill, but the Senate removed the language and House and Senate
members couldn't agree on how to reinstate it.
The
issue, which pitted big business against big business like few
others this session, would have allowed more competition in
the cable business, King said, and provided consumers with
more choices.
But cable companies staunchly opposed
the issue because they said it would give phone companies an
unfair advantage. Phone companies, on the other hand, argued
it would help them enter the cable business and level the
playing field.
Cities also mobilized against the
issue, worried it would strip their authority to enforce
customer service standards and lose them millions of dollars
a year in fees.
Other consumer groups said nothing
in the legislation would require phone companies to bring
cable service to low-income areas, as cable companies are
required to do, and would unfairly benefit wealthier
consumers.
Another measure allowing phone companies to
charge their own fees for local telephone rates in exchange
for lowering long-distance rates also died Saturday night
chalking up another loss for telephone companies and the
House, which approved both provisions. |

Dear
Friends,
In my recent travels
around the state visiting with groups of Texas Republicans, I
have not found anyone who is enthusiastic about the taxing and
spending proposals that are coming out of the current session
of the Texas Legislature.
First, it is proposed that
school property taxes be cut by one third, over a period of
time. (By the way, many people think this
means their total property taxes will be reduced by one
third. Their reaction to the truth, that one
third of their school taxes is far less than one third of
their total property taxes, will not be favorable to
Republicans when they get their property tax bills, especially
when they remember that the effort to cap their property
appraisals failed.)
Then it is proposed that
the property tax revenue be replaced with some combination of
immediately-effective new taxes, including a much more
comprehensive franchise tax (the first stage of a state income
tax), a payroll tax and perhaps the highest sales tax rates in
the country.
The result of this new
taxation will be the provision of approximately three billion
dollars of additional money for a public school system that
most Republicans think needs fixing more than it needs
funding, and an increase in the state budget of at least 16%
for the next biennium, more than twice what will be necessary
to allow for population growth and inflation. For
the record, the state budget has increased by 116% since 1990,
far outstripping population growth and inflation.
The Texas Republicans I am
hearing from think elected Republicans can and should do
better. If you agree, there is still time to let
your Republican Senators and Representatives hear from
you. Let them know that you will enthusiastically
support them when they make the hard choices necessary to
reduce spending and avoid new taxes. Forward this
email to your Republican friends. Turn the hounds loose again,
quickly! Time is very
short!
