Special Session Report From Austin, Courtesy Of Americans For Prosperity By Maria Martinez

As the temperature soars, likely so will the heat inside the Texas capitol as legislators work to solve school finance lowering local school property taxes, offsetting that with higher state taxes, implementing education reforms, and providing taxpayer protections to make sure property taxes dont increase without taxpayer notification and approval.

Gov. Perry took the bold step of vetoing the Texas Education Appropriation bill and calling legislators back to Austin to try one more time to fix school finance. His proposed tax plan provides $7 billion in property tax cuts and a net tax cut of $300 million while still funding school textbooks and classroom reforms and providing teachers a pay increase.

The plan increases the homestead exemption $7,500 starting in 2007 (from $15,000 to $22,500), cuts the property tax rate to $1.20 by 2007 and caps the rate at $1.05 by 2010.

The tax portion of the plan closes the loopholes in the franchise tax (currently only 1 in 16 businesses in Texas  pays the franchise tax), increases the sales tax by 7/10 of a percent to 6.95% (with local taxing entities it could be as high as 8.95%) and increases the cigarette tax by $1.

Local taxing entities fought taxpayer protections during the regular session, most of them funded by taxpayer dollars. AFP-Texas will be reminding legislators that their constituents are the taxpayers. Local politicians are not eager to surrender their right to tax under the radar screen where voters are told they didnt increase tax rates, while property taxes soar due to increased valuation.

South Texas Republicans would like to thank Maria Martinez of the Americans for Prosperity-Texas for providing this report from the Capitol.

Check out the Americans for Prosperity-Texas website.

Railroad Commissioner Elizabeth Ames Jones Addresses Williamson County Republicans

Cedar Park Railroad Commissioner Elizabeth Ames Jones was in Cedar Park earlier this month speaking to the Williamson County Republican Party Executive Committee. She was also the featured guest at a reception prior to her speech. Before an overflow crowd of more than 75 people, Jones discussed the importance of oil and gas production in Texas.

We are confronted in the 21st century with a dangerous and unacceptable dependence on foreign oil, Jones said. We import about 60% of our nations oil needs, some from distant and unstable regions of the world. This is why it is so critical that Texas continue to lead the way to ensure that our national security is not defined by those who hate freedom and democracy.

Williamson County Republican Party Chairman Bill Fairbrother invited Commissioner Jones to speak before the groups monthly meeting. We were happy to have our newly appointed railroad commissioner here tonight as she begins to tour the state and meet with her new constituents. I know she has a lot of support here, Fairbrother said.

A former member of the Texas House of Representative and native of San Antonio, Commissioner Jones was appointed to the Texas Railroad Commission in February 2005. She was appointed by Governor Rick Perry to fill the un-expired term of Charles Mathews who became Chancellor of the Texas State University System. Commissioner Jones is the Railroad Commission appointee to the Coastal Coordination Council.
