"The Republicrat" (A Moderate Viewpoint) Part 1

This is a series by an anonymous political insider in Bexar County. The views of this author do not represent the views of South Texas Republicans. 

According to my sources, the Northwest Democrats recently hosted Senatorial Candidate Barbara Radnofsky a few days after her run-off victory over the dead dancer, Gene Kelly. Apparently it went well except for one (minor) faux pas.

Apparently an old veteran, also a member, asked that the organization begin each meeting with a pledge of allegiance to the American flag to honor the veterans who served our county. He just happened to have a flag in his hand as he made the request.

A Brouhaha ensued because it seems that one older female took umbrage at being “treated like a child” and forced to recite the pledge.

The irony of the situation is that Radnofsky is campaigning heavily on the veteran’s issues. Her father served in World War II, was wounded, captured and spent time as a POW before escaping.

My source also said that a number of veterans present were insulted when the group overwhelmingly voted not to do so. Personally, I am offended that the Northwest Democrats could in good conscience vote that way.

Having had brothers and other family members who honorably served our country to include times of conflict, it seems ironic that the Southside Democrats happily supports their family members who serve God and country. It appears that those Democrats who live on the Northside of town can’t be bothered.

Why is it that Latino Southsiders in particular have no problem expressing their love for this country, while our Liberal Anglo counterparts whine about having to stand and pledge to the flag? What is the matter with Anglo Democrats on the Northside? Just asking.

It is a wonderful political world we live in. At least here on the Southside, Latino, African-American and Anglo Democrats still believe in pledging allegiance and praying in public.
 

Divided On The Grassroots Level On Immigration: By Joe Solis

It is Tuesday night and I just returned from a reception for one of our district court judges. The following incident is being shared with you because it happened in front of several individuals at the event. This is a good story because it will make you think.

As I entered the venue, I greeted Carol Van de Walle, Vice-Chair of the Republican Party of Bexar County, with an extended hand. She refused to shake it and said, “You want to shake my hand?”, as she walked away. Her face was red and her _expression was determined. Five minutes later she scolded me in front of others by saying that I should be ashamed of myself for being so critical of the President of the United States in our newsletter last week over the immigration issue. 

Why is this important? Who cares?

Our opponents are winning against us on the immigration issue. We have reached the point where a Vice-Chair of the Republican Party of Bexar County refuses to publicly shake the hand of a member of the State Republican Executive Committee over immigration policy differences. 

The division at the national level is obvious- McCain vs. House Republicans. You know the story. We run the risk of imploding if we start fighting each other at the grassroots level over this issue.

President George W. Bush is not God. He is human. No man is perfect. 

We have every right to be critical of our President on matters that are important and relevant to our nation.

The give and take of political discourse is never smooth.

May we never forget that a “house divided will never stand.”

Ronald Reagan's convictions were clear to everyone around him.

Reagan presided over a White House that fought every day over what exactly to do and how to do it. There were liberals, moderates and conservatives around him, and they brutalized each other. He allowed it. But at the end of each day there was a plan, and in the end it worked out pretty well. Reagan could tolerate dissent and ambiguity. He could even tolerate disrespect, which is what some within occasionally showed him. He didn't really care. His ego wasn't delicate.

FDR could tolerate tension and dissent too, and in fact loved setting his aides against each other. There was in his management style a certain sadism--he enjoyed watching Harry Hopkins torpedo Harold Ickes at lunch--but there was a method to his meanness.

George W. Bush, on the other hand, does not tolerate dissent, argument, bitter internal battles.

Bruce Bartlett has written of how, as a conservative economist, he was treated with courtesy by the Clinton White House, which occasionally sought out his views. But once he'd offered mild criticisms of the Bush White House he was shut out, and rudely, by Bush staffers. Why would they be like that? Because they believe that as a conservative, Mr. Bartlett owes his loyalty to the president. He thought his loyalty was to principles.

There are many stories like this, from many others. It leaves friends on the outside having to self-censor or accept designation as The Enemy. It leaves a distinguished former government official and prominent Republican saying, in conversation, "Those people aren't drinking the Kool-Aid, they're sucking it from a spigot!"

The odd thing is sometimes the bravest thing is to question yourself, question the wisdom around you, reach out, tolerate a hellacious argument, or series of arguments. Yes there is a feeling of safety in decisiveness, but if it's the wrong decision, the safety doesn't last. And safety isn't the point in any case. Governing well is. That involves arguments. It means considering you may be wrong about some things. This isn't weak--it's humble. It's not breaking, it's bending, tacking, steadying yourself in a wind.

Dear Friends:

In 2006, the political scene is proving to be as unpredictable as ever.

I began the year by celebrating the fact that I had drawn no opponent, only to be surprised when one showed up on the State Democratic Party website late in the day on the last day for filing. One week later, the Democratic Party refused to certify my opponent's name for the primary ballot because his petitions were inadequate. Again, I celebrated the lack of an opponent.

Three weeks later, however, the Democratic Party placed his name back on the ballot in light of a new Supreme Court opinion that involved the inadequacies of some other candidates' petitions. A legal challenge to this action by the Democratic Party proved unsuccessful, so I now find myself in a contested race in the 2006 election!

I have served on the Fourth Court of Appeals for almost 9 ½ years and would love to continue serving on the Court.

In my time on the Court, I have authored more than 1300 civil and criminal opinions, and have participated as a panel member on many more. The Fourth Court of Appeals is one of the most efficient appellate courts in the state, and I am proud and honored to be a part of this Court. "Easy To Blame Democrats And The Labor Movement" By Ted Wood

Joe-

It is so easy to blame Democrats and the labor movement for this immigration debacle – why no mention of Reagan's bill in the 80s that set this whole catastrophe up? Why no mention of the cold hard truth – that immigration reform will never work until tough sanctions are applied to avaricious employers? Why no mention of the possibility that Americans would do the work of illegal immigrants if they were paid a wage that truly reflected the value of the work done? So what if lettuce costs $2 or more a head? That would be money paid to Americans, spent in America – not money paid to illegals and sent out of the country – further exacerbating our already egregious balance of payments disaster? Both parties – the tax and spend Democrats and the don't tax and spend anyway, 'deficits don't matter' Republicans - have their fair share of blame.

"The US of A Is Not France!" By A Reader

Dear STR,

Once again I applaud your intriguing piece on the rumored-planned labor boycott. I am compelled to offer the following facts and comments in response:

1.) Univision is American! Television Azteca is Mexican (in the true meaning of the designated adjective).

2.) The US of A is not France! There is no vested right to employment. If a worker does not tend to the employers assigned tasks or absents itself from the work place the worker is putting an unnecessary strain on the employers business and on his fellow coworkers. Ergo, the employer will loose the job! Someone willing to work will replace the ex-employee the next morning.

3.) The US of A, when established, recognized that there are Rights given by the Creator that no nation can take away. Among these Rights there CANNOT be found the right to violate the nation’s sovereignty, or to violate the laws of a sovereign nation all the while free of consequences. The US of A has had a long and cherished heritage of respecting the rule of law. Are we to think that civil disobedience will force a change in that cherished cultural tradition that has preserved this American nation for more than 200 years?

If the Mexican entertainment company succeeds in its massive “economic boycott,” it will be nothing more than good entertainment for the American news media, and a painful economic lesson to those who participate. As far as Civil War is concerned, I doubt that any American citizen will side with foreign invaders who insist on a right to steal into this country and remain contrary to law, no more that they would defend a burglar’s claim of right to enter into their homes in the dead of night, therein remaining, against the right of the lawful occupant.

I do, however, agree with your conclusion that the issue has been severely clouded by claims of “racism.”  It is but a demagogic cry designed to incite anger and hatred, and to confuse the real issue of ILLEGAL activity.
 

An Open Letter To Texas House Speaker Tom Craddick On The Margin Tax By Schuylar Crist and Joe Solis Of South Texas Republicans

Dear Speaker Craddick-

Thank you so very much for being such a great supporter of the Republican Party of Texas. We enjoyed your visit to one of our quarterly meetings in 2005. At that meeting, you reminded us that we have grown as a party because we have a core set of values that revolve around accountable government, lower taxes and spending that is not wasteful. They represent our conservative values. (By the way, love how you keeping marching forwards while our friends in the press throw rocks at you. That means you are effective. It drives them crazy!)

Speaker Craddick, We have this really nasty feeling in our stomachs about the Margin Tax proposed by John Sharp and his Commission. It will cost the rich in our state 1% (Don’t you hate those awful hardworking business owners and executives?). The rest of us will be spared because we are “the people.” Yes, there will be tax property tax relief mandated by the Supreme Court, in other words, we will lower taxes for individuals and raise businesses taxes. (Don’t consumers and families buy from businesses?)

The future of this party, this election season, will depend on what grassroots Republicans decide to do. Our grassroots friends are furious at our elected leaders for the immigration mess. (It is far worse than you think.) God forbid some of our supporters stay home and let Kinky and Grandma have a party this November. We are hearing things that really, really concern us. Our folks are mad.

The commission is asking us to trust government with this tiny tax right now. How can we trust that the rate will not be 10% in 10 years? How can Republicans advocate for new taxes on business owners? Oh, the ache in our stomachs is getting bad.

We do not trust government. That is why we are conservatives. Do we have a sure-fire total solution for you? No. All we can say is that our party revolves around a set of conservative values. It is our fear Democrats in this state will simply paint us as “Tax and Spend” Republicans if we impose new business taxes. In other words, we fear that the future of our party growth may be jeopardized this special session. (By the way, is the Commission talking about cutting waste, downsizing government, etc.? That e-mail hasn’t been sent to us yet.)

Speaker, you hold the key. Do the right thing with our future. Don’t tax it!

Republicans believe in budget cuts, not tax increases, says Hotze.

Comptroller Carole Keeton Strayhorn’s announcement of an $8.2 billion surplus has fueled the fire of conservatives who say Republicans at the Capitol who support a new business tax are beginning to sound a lot like tax-and-spend Democrats.

To underline that fact, Steven Hotze is visiting Republicans in the Legislature today, one by one, to remind each member of the state Republican platform’s commitment to “no new taxes.” Hotze, a well-known kingmaker in conservative Republican circles in Harris County, has a not-so-subtle message to lawmakers: a tax vote does have repercussions at the ballot box.

“Democrats pass taxes. Republicans don’t,” Hotze said. “Those members who vote for this tax are going to be dead meat in ’08, once small businesses and individual business owners get their tax bills for $5,000 or $10,000 and figure out they have to pay a state franchise tax that they were never intended to pay in the first place.”

Real Water Markets: Another Leadership Imperative

Political and economic freedom plus the rule of law and free enterprise yield the prosperity that we enjoy, and its absence explains why most of the world lags so far behind us. Its absence also explains why some sectors of our economy lag so far behind the rest. We use our resources more wisely than most of the rest of the world because market-determined prices guide most of our resource use decisions.

Changing market prices are a powerful information and incentive system. That system has an impressive track record because every price is the result of a serious, continuous, money-where-your-mouth-is indirect conversation about priorities and costs. It involves the entire population, so it harnesses much more information than the central planning alternative, which is just guesswork by a handful of over-extended public officials spending someone else’s money. Central planning has an awful track record, not just for economic inefficiency and poverty, but for creeping tyranny. 

Market-determined prices will address Texas’ water management challenges more effectively than our current system of limited markets and central planning. Willing buyer – willing seller exchange of privately owned water rights will tell us what each basin’s lowest value water uses are worth. Until we know what price existing users would sell water for, we cannot tell which potential water projects are wise investments.  Price differences between water basins tell us if inter-basin transfers make economic sense, and tell us what restrictions on inter-basin transfers cost. The same price information is an essential element of water conservation planning. 

Texas surface water law allows water rights’ exchanges, but transfers are over-regulated. For example, water rights holders cannot change water uses without state permission. Water rights are just revocable permission to use state water, which under-mines exchange, investment in water-related infrastructure, and promotes wasteful use-it-or-lose it usage. Texas groundwater law has not even come that far. Many groundwater basins have long since reached the point where recharge can no longer keep up with unlimited pumping, which means that efficient use requires quantified pumping rights and a price system.  But only the Edwards Aquifer area of South Central Texas has quantified pumping rights, and water users cannot trade directly. Much of the Edwards Aquifer permitted pumping is locked into historic and mostly low water uses. Those are very expensive restrictions. How expensive? Only a system of market-determined prices can reveal the true amount.

The legal infrastructure needed to foster market-determined surface-and-ground-water prices will have to incorporate numerous geologic, hydrologic, and historic use details that are beyond the scope of this commentary. But nothing about issues like third-party claims, drought management, and environmental values preclude the government from severely curtailing its influence over water use. Getting there is just a matter of leadership; selling the correct, limited government policies to a general public interested in freedom-based new ideas.

A Message From Victor M. Boyer, Executive Director, San Antonio Mobility Coalition

Dear South Texas Republicans and South Texas Republican Newsletter:

The San Antonio Mobility Coalition, Inc. (SAMCo) continues to support construction of tolled express lanes along the US 281 corridor from Loop 1604 to Borgfeld Road as part of multi-modal plans to address rising congestion levels in the greater San Antonio area.

SAMCo represents more than 75 public and private sector entities seeking funding and implementation of multi-modal transportation solutions to address rising congestion levels in the greater San Antonio area. 

With regard to the US 281 environmental assessment currently being conducted by TxDOT, SAMCo offers the following comments for consideration in this process:

1.) Residential and commercial development along this critical transportation corridor is occurring at a rapid and sustained pace.  As demonstrated from the exhibits in the hallway this evening and from maps provided on-line by the City of San Antonio, at least 90 percent of land located along this corridor has already been developed or is platted for development in the relatively near future.

2.) Major employers such as Mutual Savings (4,000 employees) and the PGA Resort have already announced plans for location and/or expansion along the corridor. 

3.)Traffic in the vicinity of Loop 1604 and US 281 is increasing at about 15 percent annually, and can be expected to at least double during the next five years.

4.) As demonstrated by the above three points, development is already occurring along the US 281 corridor. The proposed toll lanes will serve as an answer to present and future congestion caused by this growth rather than actually triggering the growth as some have claimed.

5.) The City of Austin learned painful lessons in the 1990s by failing to provide adequate transportation infrastructure to meet anticipated growth. The growth occurred anyway, people still came, and congestion rose to unacceptable levels. We must avoid a repeat of that scenario.

6.) In conducting the environmental assessment, it is vital that TxDOT and its consultants thoroughly review and consider both the environmental costs and the environmental benefits that will or may result from this project. 

7.) One such consideration is the air quality benefits. By freeing cars from congestion and long periods of idling in stop and go traffic, the toll express lanes have the potential to lessen emissions of ozone precursors and enhance air quality, compared with a no build alternative. We encourage TxDOT to carefully examine and consider potential air quality benefits as part of the environmental assessment.

8.) A related environmental issue is the amount of wasted fuel consumption from cars and trucks stuck in traffic. On an annual basis, stop and go traffic in the San Antonio area consumes the equivalent of about 3800 tanker trucks. Additional congestion along US 281 will likely add to those totals. The proposed toll express lanes will help keep traffic flowing and reduce the amount of wasted fuel resulting from idling in stop and go traffic.

9.) By building the toll lanes along the existing corridor, the project will be much less intrusive to the environment than an alternative new corridor.

10.) Any public safety benefits that may result from reduced congestion and free-flowing traffic should also be considered in the ongoing environmental assessment.

11.) A primary social benefit likely to result from the proposed US 281 improvements is time savings for individuals going to and from work, for parents taking their children to school and after-school activities, and for small businesses serving customers and moving product along the corridor. The almost incalculable value of these time savings should be considered any analysis of the benefits and costs of this project.

12.) With rapid and sustained economic and population growth occurring in northern Bexar County – and with traffic counts effectively doubling every five years – we simply cannot afford to wait an estimated 20 to 25 years to provide additional capacity.  Waiting for traditional transportation dollars will result in unacceptable levels of congestion, slower economic growth, and higher ozone levels.

13.) Both TxDOT and the AlamoRMA are working jointly to design an integrated system of toll lanes that will:

             a.) Always provide motorists a choice; only new capacity will be tolled

             b.) Always provide a non-tolled alternative with at least as much capacity as the present configuration

             c.) Provide for electronic toll collection to eliminate backups at toll entries

             d.) Provide needed congestion relief years, perhaps decades, earlier

14.) In addition to our own organization, the proposed toll lane system has also been endorsed by the Greater San Antonio Chamber of Commerce, the San Antonio Hispanic Chamber of Commerce, and the North San Antonio Chamber of Commerce.

Return The Surplus To Texans NOW: No NEW Taxes!



 

Though our primary mission is to keep our FREEways free and promote non-toll transportation solutions, all the talk this week is about the special session on school finance. The giant $8.2 billion surplus demonstrates we don't need NEW toll taxes to pay for freeways (and that's AFTER the Comptroller set aside over a $1 billion in our rainy day fund, so the surplus was close to $10 billion). After reviewing the Perry-Sharp plan, Senator-elect Dan Patrick, Americans for Prosperity and a host of conservatives agree: GIVE THE SURPLUS BACK TO TEXANS, don't institute a whole NEW tax on business. Small business will get hurt and some will go out of business if this new tax on business passes the House today. The Perry-Sharp Plan proposes a 1/3 reduction in the school portion of property tax, but with no appraisal cap, we'll back at today's rate in no time. The most puzzling part of the plan is the totally unnecessary NEW tax on business. The Perry-Sharp Plan levies a 1% tax on business GROSS receipts, not net profit.

That means:

 

$1 million in gross receipts = $10,000 tax bill regardless of your NET profit

So if your company doesn’t turn a profit this year, like some companies have shared with our legislators, you'll still owe 1% in taxes on your gross receipts!

This NEW tax on business will mean 100,000 new businesses will be subject to this additional tax and it will INCREASE taxes $3 billion when we have an $8.2 billion surplus! House Bill 1 uses a portion of the surplus to buy down property taxes and meets the Jun. 1 deadline without any NEW taxes. Contact your legislator today to ask them to support HB 1! No nation has EVER taxed themselves into prosperity…

"The Republicrat" (A Moderate Viewpoint) Part 2

Now we hear at the national level that six retired generals are calling for the resignation of Secretary of Defense, Donald Rumsfeld. It only proves the other side of the political spectrum isn’t any better.

And now we read and hear reports that Republican State Rep. District 118th candidate George Antuna has a serious shot at taking the district away from the Democrats in November.

Apparently Joe Farias, the Democratic nominee in November is not buying it. By the way, Farias served in the military to include Viet Nam. It is his to lose and I did say months ago that Farias was well known but not particularly well liked by a large contingency of voters in Harlandale. With no Anglos in the race, the odds change. Latinos win either way. It is about time.

I also noted that if Antuna hustles and woos his constituents with his cute smile and charm and stays away from Republican hard-liners, he would be the first Republican representative in the 118th. It is too early to tell just yet which candidate will successfully play better to Latinos on either side.

Once again, I remind readers that the Republicrat predicted Antuna’s victory in the Republican primary way back when it was thought that Steve Salyer was the heir apparent and the nominee once again.

This just in. Word is spreading around Democratic circles that the once missing judicial candidate Gloria Saldana was finally spotted at a local fundraiser. The tacky part of the story is that it was not her fundraiser or a Democrats fundraiser, but her opponents! The question arises, “did she contribute a donation to Judge Rene Diaz’s campaign? Or is she just spying on her competition? Just a thought.

It appears that there is always something to write about.


That’s the moderate viewpoint. I AM the Republicrat.
